Newbie: Question about APL hair

This may seem stupid but when you achieve APL hair can it be by a few strands or does it have to be like 88% of your hair at APL?

This is not a stupid question believe me I thought the same thing. I am inches away from APL. I have a few strands that are sitting right at APL but Im not going to call it yet till they are below it because then my layers will be right at my armpit. Like dlewis said its up to you. You can call it any length you want to
