At least among younger girls these days, I'm seeing a lot of side ponytails, regardless of ethnicity and socio-economic status.

When I lived in Chicago, I saw an inordinate number of side ponytails being rocked by grown women, sometimes with ribbons. I was always very confused about this.

I think if it's a low side ponytail, you can get away with it.
High or middle, you gotta be 16 and under or going to some kind of theme party. Otherwise, you're gonna look crazy.

A side low French braid is better.

High side pony is cute if you're a kid or teen. Low side pony has the potential to be elegant with the right ensemble, accessories, etc...

I dont think ive ever thought of a side ponytail as ghetto though.
