When do you consider your hair length goal met?

I like layers, so I say when the back reaches that length you have met your goal. However, I won't claim my long term goal (WL) until my hair reaches that length CURLED. When I reach WL, I'm planning to dust the ends until the sides reach it also. I am planning to always keep a few layers though. Layers rock!
 
Not a fan of all the pulling and tugging. I consider myself BSL when my dried curls touch my back of my bra.
