Yes, which is why everyone is so confused when attempting to type their hair and others. 3C originated from the naturally curly forum. But the whole thing has overlapping and contradictions.
Andre's system stopped at 3b in the 3 category

Type 3C, is hair with tight curls in corkscrews. 3C has really really tight curls, like pencil or straw circumference. 3B is like sidewalk chalk or salt shaker circumference, and 4A is like coffee stirrer circumference.

4a hair has a clearly visible curl and wave pattern that ranges from pen size curls to pen spring size coils
See the overlap. I believe the additions to Andre's system confused matters, and wasn't really necessary.

Salt shaker......that's really big......now I'm uber confused.
ETA.....I agree with the additions causing more confusion.
I agree, I will take advice from anyone with healthy hair no matter what the type.And it causes too much "no your not", "yes I am" on the board. My straw sets never looked like 4a to me, and certainly not by Andre's standard.
But I do think hair density and the natural shine factor, add to the confusion. The best hair advice, I have ever received was from people with thick hair, no matter what the type.

They felt like there was too much of a gap between 4a and 3b. It does create a lot of confusion though. Per their descriptions my hair would be 3c but most of it is not.
