I just use body heat - plastic cap with 1-2 wool hats/turbie twists on top. Bonus: I can lay down and take a nice nap while it's working.
 
If using a dryer, 7 minutes is what a stylist once told me. She said it (the conditioner) doesn't do anything else after that. But I will say, if you're working with a conditioner that's rich in emollient ingredients, you can get more of a "soak" by leaving the product on longer.

For body heat, 15-30 minutes is sufficient.

With most conditioners, there is no harm in leaving them in longer. I wouldn't do it with conditioners that are heavy on protein though.

When I dc with heat, I use the high setting for 20 minutes.
 
I've found that my hair like 15-30 mins with medium heat. That seems to be the sweet spot for my hair.
