Beginning a relationship call or no call?

A person I know wants to know some new relationship advice, since they just met and was asked permission to be called. They have spoken a few times to Mr. C but he has expressed that he does not want to over call them and to call him when they are ready as he knows they are very busy. The person said they are old school and would rather be called. In this scenario should they call or wait for him to call? He has expressed a permanant lasting interest, and is very cautious according to what this person says.

Yes, this person made it clear that it was okay to call. They seem to sense some past hurts.

If she told him it was okay to call, and he doesn't call because he's worried about 'over-calling' he's either not interested in her, or he's so stuck on the past that he can't hear her.
Neither is a good thing.
