<font color="red">Edited to add:</font> To stay on topic, my hair *was* brushing brastrap but [sigh] due to hairdresser error and dishonesty, I am back to hovering at 3 inches or so. /images/graemlins/cry3.gif I received a trim (read: cut) at the beginning of September and while my hair looks thick and healthy when down, it's also shorter. Who knows when I'll fully reach brastrap? [sigh] I do know that I'm not letting any more "professionals" trim my hair. After looking at DSD's instructions in her on-line album, I think I can do it.

Your hair *has* grown, otherwise you would not have the same length after each trim; instead, it would get noticeably shorter (e.g., nape-length to jaw-length to ear-length and above). I know it seems counter-intuitive, but factoring in the trims, you won't see your total gain because it's been cut.
But! I understand your frustration. I've been/am there. However, once I tried the baggie trick, I was truly surprised at how quickly I was able to retain length...previously, I'd thought I'd done a good job with my ends by moisturizing them 2 times a day, sleeping in silk/satin scarves, etc. It didn't hold a candle to the baggie method.
I agree with everything Sengschick said. I don't know if you've tried taking supplements. I take a B-complex w/vit. C from Solgar, Viviscal, and, in the winter, vit. E (staves off dry scalp). MSM and 1000 mg of Pantothenic Acid (1 500- mg morning/night) have stopped shedding and thickened my hair, respectively.
My daily "diet" of mostly fruits and vegetables (even when my dh and I eat out, I'll eat the vegetables first and fill up on that before meat and starches), lotsa water, and scalp stimulation has been very helpful too.
