I wanna role with your theory! But I seen a lil girl (maybe 3 or 4) with a snap on/draw string ponytail with lil bumps around her edges (prob from the pony being to tight) last year. So I wouldn't put it past them (ig'nant black folks)! So I dunno!

I've actually seen little toddlers with that same style of hair. It's ridiculous. Just like you said and I ask myself that all the time when I come across it, "What's the point?!" The parents aren't fooling anyone, if that's supposed to be a baby's real hair, they wouldn't wear it in that particular fashion and it wouldn't look quite that way. Sigh, it's just foolish.
