I'm not sure but even if it is terminal, you shouldn't be depressed. You are at a great length and your hair is lovely! I'm going to ask the obvious. Has your hair been breaking much in the past 6 months? I see you're still transitioning AND you bkt...maybe that's too much for the relaxed part?
Have you trimmed your hair in the last 6 months?
Have you seen any breakage?
Also, I see a lot of long haired ladies state that once they reached a certain length, their hair did not grow as quickly. Sometimes your hair goes through a thickening rather than lengthening stage. Also, some state that it took them 5 years plus of hair growing to reach full WL or HL etc. Irresistible and Chicoro come to mind at the moment.

It might just be because hair seems to grow slower in the cooler months. My hair looks about the same as it did 6 months ago. But I seem to get more growth when it gets warmer.
I don't think 6 months is enough time to determine.
Maybe your hair is just taking a "break" lol.
I would have to be absolutely honest with myself and knowing that I have done EVERYTHING I could possibly do to help my hair thrive and retain and if a year has passed without breakage or trims and my hair hasn't budged one bit I would probably decide I've reached my treminal lenght. My hair has been hiting the same spot on my back since October BUT my hair on my crown has gotten considerably longer, maybe your hair took a break in the nape and is still growing on top?

I dont have long hair like you but the same happened to me last year and this year. So upset but then I happened to start eating differently and took a hair tablet that has worked in the past and it kick started my growth again. I think I was growing at the time but a lot, lot slower than my old rate.
I have been natural for 8 years, after two years of my hair growth, my hair stayed the same for nearly four years, then when I started to deep condition my hair, it was able to retain length more, after I started to use Mega Tek, again more growth, also I am taking biotin, what also helped me, it having a picture of someone with long hair. It seems to help with the growth. I think that you should still aim for your waist length or whatever length, same affirminations, such as my hair grows very fast, thick and healthy each month.
I wonder if it has to do with your relaxed ends....maybe they are breaking away and you don't realize it.
