What is a Dominican Blowout?

Please forgive my ignorance but this is not a term we use here in London (at least I have never heard of it) but I have noticed that many of you talk about them on the LHCF. I am guessing it is a hairdressers (or salon as you say) that is run by Dominican people who blowdry your hair? But why dominican, what is so special about dominican hairdressers?

I would be grateful if someone please explained as I am confuuuuuuused!!!
