Would it be a bad idea to make a spray that is 1/4 water, 1/4 jojoba oil, 1/4 evoo, and 1/4 red palm oil?

You have to be very careful of the water if you won't be using a preservative. If you make a fresh batch every 3 days and keep it stored in the fridge you *should* be ok.

Also remember oil and water do not mix... Well not without an emulsifier.

ok, i have a couple of dumb questions, lol. what kind of preservative would i need to add? what is an emulsifier?
