So Hydrolyzed Wheat Protein is a cone?

I just looked it up and nothing I saw said it was a cone. One site described it as a

Film-forming agent which retains water, promotes healing processes, tightens skin and improves hair manageability.

That's pretty much what I saw everywhere else as well. I'm not sure if it being film-forming makes it similar to a cone, but it might. And if it retains water then I guess it's probably not water soluble.

Hmmm. I can't say anything for sure though.
 
Wheat protein is definately not a silicone. What makes you think this?

I'd say it's water soluble too or at least partially so.
 
Its not a cone. Also, just because one ingredient is slightly soluable or insoluable, doesn't make the final product that way. You are not accounting for the interactions of other ingredients in a product. There are lots of ingredients that are added to products to increase the total solubility. Also, products that are insoluable can also be charged so that they only go to certain parts of a hair strand. This is especially true in silicones.

The other day I was reading up on cones and this one website had hydrolized wheat protein listed as a cone. I was like WTH?
