Ladies please forgive my ignorance but can someone please tell me what's the difference between a braidout and a twistout?

Braids require intertwining three portions of hair. Twistouts require intertwining only two. They can be single strand braidouts/twistouts or cornrows/flat twists done from forehead to nape.

After you do either, you untwist/unbraid the hair and leave it out without combing or brushing through to give your hair a wavy effect.
 
Twist-out is the wavy style you get when you undo twists, usually two-strand twists.

A twist-out is created by undoing these:

Braid-out is the wavy style you get when you undo braids, usually made with three sections of hair weaved around each other in a pattern.

You can't tell by looking at the finished product whether it's a braid-out or twist-out. The only way to know which one it is is by asking how it was created.

ETA: flatwists (twists formed along the scalp so they form rows) or cornrows can also create twist-outs and braid-outs respectively.
