I bought some sulphur powder to make my own MTG.. but its 14.40% sulfphur powder. Is it supposed to be pure sulphur powder?

I got it from my local farm supply store (CO-OP).. I plan to mix it with some EVOO and probably black castor oil in an applicator bottle.
