Any time. Provided it's diluted and used with some type of sealant.

Hey, I use it in the summer time only, it leaves my hair soft and manage able. Idky but i never used it in the winter.

Perhaps I've never used it properly but I've tried vegetable glycerin summer and winter and it has never done anything for my hair except make it stiff, brittle, coated and weird.
