From what I heard from MtAiryHoney - it locks in both positions - so don't be afraid to lift it up.

Hold the side of the hood with one hand and the visor tightly with the other hand and pull up. Right now, it's in the lock down position, then when you pull it up, it'll be in the lock up position. You'll probably feel like you might break it, but you're not.
