Because when you put that relaxer on your scalp and your pores are open it will feel like someone has set your head on fire.

Water does. You have to wet your hair before you shampoo(there is also some water in shampoo). Generally, you don't want to get your scalp wet prior to relaxing because as the previous poster stated, you scalp will burn.
