My Henna Washed Out Brown?

Normally when I do a henna treatment it washes out an orangeish color, but I used Jamila henna in the clear packaging instead of the foil packaging this time and it washed out brown. Does this mean the dye didn't release? I mixed it up using tea for acid release about 4 hours before I went to work, and I let it sit overnight. What did I do wrong? I have two more boxes of henna that I'm clinging on to, and I don't want to make the same mistake again. Thanks!

The jamila in the foil is of higher quality than the jamila which is packaged in the cellophane, apparently.

Mine always washes out brown (foil package). You are just washing excess dye. The hair shaft is coated within an hour I believe.
