can i use plain water to moisturize my hair, then seal with an oil? or would that be bad?
 
Do what works for you.

The water and seal method has worked for many over the years. It was my mother's method on my hair growing up and I saw great strides.
 
You could start out with that (if you want) monitor your hair and slowly incorporate Butters, Pomades and/or heavier Crèmes with your water-spritz as the weather changes if need be.

Try it with Wata' & Oil and see how it goes for a while (how your hair responds etc...)

And if you find you need something heavier don't be afraid to incorporate something a little heavier.

But if Wata' & Oil is giving you all the moisture you need, you should roll with it.
 
Water is an excellent moisturizer sealed with an oil. I say try it! You may be surprised with the results.
