I'm not 100% sure, but I don't think the term "cotton hair" refers to needing a protein treatment. I think it refers to a particular texture of hair, particularly the 4b hair range since their hair is billowy and cottony in texture. Hopefully someone else will come in and let me know if I'm right or not, .
P.S. You should do a strand test the week before a touch-up. If it seems like your hair breaks easily then do a protein treatment. If your hair strands seem strong it might not be necessary.
The finer and thinner one's hair is the more protein one may need; the coarser and thicker the hair the more moisture one may need.
"Cotton hair" can be fine or coarse.
