The only things at Sally's that require a license for purchase are the items that don't have a price on them, like some of the Thermal Reconstructors (Japanese straighteners).

No, you don't need a license, as I used to use Revlon lye for years (white and red jar) and purchased from Sally's mostly. The same goes for most of the other brands of "pro" lye jar relaxers (not talking about box relaxers, which are usually no-lye).
