How do you measure dry to wet percentage?

Mixologists, please help me out.

If I have a powder and the instruction said to use 2% in my mix, how much do I add to an 8oz liquid?

45 grams= 1-1/2 oz

measure the ounces of the powder with a scale though. any measuring cups will give fluid ounces which are based on the mass of water and not the powder.
