How do you deal with tangles about 2 inches from the ends of hair (wet)?

Lately once I rinse conditioner out and am getting ready to rollerset, I find I have tangles towards the bottom of my hair. This is even with combing from ends to root. I also notice that the hair is not straight, like when I try to place it on the roller, the hair doesn't lay straight and I have to kind've work with each section, rewetting to get it to lay straight on the roller. Does anyone have this problem and if so how do you combat it? Is this the cuticle that isn't laying down properly?
 
Is it possible that you hair needs a dusting or trim?

When this happens to me, a trim may be in order.

If you are not in the mood to trim, some leave-ins are good at eliminating some of this. You could trim to put a litle more serum or oil on your ends only.
