Help, my Indigo won't turn blue!

The first time I used indigo (from mehandi.com) it didn't take long for it to turn dark blue once I mixed it with water. I just recently got a new batch of indigo from mehandi.com, and when I mix it it doesn't turn blue, just stays green. When I use it to dye my hair, I don't get the jet black color that I used to get, just a dark brown. Has anyone else experienced this? Is there anything I can do to make it turn blue?

Keluric: Yes, I've tried using hot spring water, room temp water, and I even tried warming it up a little in the microwave.
