O my. she will have to take special care to the area now and give it time. shes gonna have to be real patient and gentle.

It was not the combination of the relaxer and cellophane that made her hair break off. 
Cellophane protects your hair. What else did she do?

Cellophanes and rinses are generally safe to use after chemical services. Maybe the relaxer wasn't rinsed out completely?

How long after the relaxer + cellophane did her hair break off? How much broke? I would love to help her out.

There could have been a few things like:
Did she use a naturalizer?
How long between touch-up, it should be no less than 5 weeks?
Was her hair damage before the relaxer and it just made it worst?
Was the relaxer applied only to the new growth?
Did she moisturized everyday after with a water-based moisturizer?
Was her scalp based well?
The color didn't do it because it's not a perm. color so that can be apply the same day.

Hmm, I agree, it sounds like a case of relaxer not removed completely. Has she tried washing again with neutralizing shampoo? I read somewhere that everyone should do this immediately after getting a salon relaxer, because you are more likely to be extra thorough with your own head.
