does anyone here know a low ph balance

The higher ph the more the hair relaxes so I don't think you will be able to find any permanent ones without the need of a neutralizer.

But then there are the ones that don't get great reviews that you can order like BodipHier or CurlAway.

You could try some of those creams that claim to relax like Culture's 7 Day relaxer or the kit by Soft and Beautiful but those have not gotten the best reviews either.
 
I've heard that Arosci's relaxer is very mild, but they are hard to find but you can purchase it online.
