Pokahontas said:ITA. It's not going to make curls/waves where there are none so if the hair is relaxed bone straight or with little curl to it it probably won't do much. Priestess uses it on her relaxed hair, I think for braid-outs and loves it. It works great for twist outs as well.
Unfortunately, with relaxed hair, I don't think any product will just spontaneously create a wash and go curly look. To me, Noodlehead is a styling cream. Kinda like how people use setting lotions or creamy leave-ins, I use the Noodlehead to help style my hair in bantus or twistouts. Also, I like the fact when used on damp hair, it's aids in detangling because of its somewhat slippery texture. I didn't really have a specific expectation of what the product was supposed to do, I just found my own way to work it.
