OP, i think you're just about there. provided the majority of your hair is the length of that 1 secton, i say you only have an inch or so to go. however, it would be easier for us to tell if you had a pic where all of your hair was straightened.

If you click the pic you can see it larger, but it looks like APL to me.

I'm not sure about reaching full APL, because I'm not sure how long the rest of your hair is. If its more or less the same length as the stretched part you've reached already or you're less than an inch away from what it I would say.
