I would definitely say you are shoulder length. Love the shine too girl. IS that a black rinse in your hair? I love your hair color!

Thats what I use in My hair... Did it look like it was more blue when you first put it in... and your hair looks nice and even... Congrats on the growth
 
I would also say "shoulder". The shine is amazing! I've been considering rinsing my hair....might have to give your brand a try ;)
 
An easy way to see if your are shoulder length is to comb your hair down and see if it touches the top of your shoulders on the sides. The back looks shoulder length, so I say claim it!! My hair grows faster in the back then it does on the sides and front. Im just touching APL in the back CBL on the sides and my bangs are chin length!!!:look:

Sorry, but I was just being honest. Nothing is wrong with being neck length, don't beat yourself up about it. Length isn't everything. All lengths can be beautiful and flattering. But to answer your question, I would say a few more months, you'll be shoulder length. ;)
