If you want shorter collarbone length should you:
Buy the hair short.
Cut the hair before assembling?
After the twist are complete?

Will this give a fresh look

I thinks its best to buy the hair longer and then cut it short so you can get the right angles. I like to have the hair BSL so I have room for mistakes. I don't cut it first, I install it first and then cut. But I may not twist it all the way down if I know that I'm not going to wear it that long. After the install then I start cutting.

As you do it more often and you know what you want, then you can cut it before installing.

If you want to cut it before installing, just make sure you buy and extra pack of hair just in case something doesn't turn out right.

so cut then dip them in hot water to seal in the twist

It depends on the hair. If it's marley hair people typically put the ends on perm rods and dip in hot water. Some hair has to be burned. Some hair doesn't need anything to seal it, for example the hair you would use for spring twist. When you finish twisting it will hold.
