Putting my vote in for MS, my home state, as healthiest hair with bad hair habits. Now that I'm in the DMV, I've seen and adopted healthy hair practices bc there are great examples and stylists here.
I'm slightly amazed with all the beautiful hair I see in MS bc some of them, especially my family/friends are obviously trying to kill their hair one strand at a time. My MS fam and friends think my hair practices (obsession?) is unnecessary.

A lot of women from the US Virgin Islands have the best hair I've ever seen. And the water is soft there! I've never been but based on what I've observed from friends that are from there and social media, it makes me want to live there lol!

I'll have to say NYC.... I have seen beautiful hair in every density/texture/type in addition to being natural or relaxed. In the spring & summer months i get distracted by numerous heads of beautiful hair....tons of fluffy,shiny, lusciousness all over the city! 
It doesn't hurt that I count in the equation living here,lol!!

NC has a lot of nice heads of hair!!!There are some good hairdressers around here. Not like in DC, NY or ATL ,but not bad. What about Houston? Isn't nice hair there too? Overall, I see more good-looking natural hair everywhere
**As a side note, MY hair was THE BEST when I was in NYC. It grew longer,quicker. Now, I'm stalled at about 2 1/2 inches of hair that doesn't want to grow

I grew up in NC and my hair was never past shoulder length after the age of 12.
