You can use the same conditioner for prepoo and cowashing. I'd look for things like BTMS (behentrimonium methosulfate), marshmallow root, irish moss, cetyl alcohol, etc.
I like to add coconut oil or extra virgin olive oil.
I use mostly EVCO, with a moisturizing conditioner (my favorite is TIGI Moisturizing conditioner because I can get it in gallon size), and a little EVOO. My mixture is really oily. I also add brahmi and amla powders to my pre-poo. Because I like to cut down on steps I use my pre-poo to cleanse my hair/scalp as well.
I've been using oils like Mahabhringraj/Mahabhringaraj which are sesame/coconut oil base oils infused with ayurvedic herbs. If I wasn't using this, I would use pure coconut oil. I do overnight oil treatments before wash day or apply the oil on wash day and leave on 2 or more hours before cleansing.
From what I've read it's recommended to use penetrating oils for pre-pooing to prevent hydral fatigue, mainly EVCO, olive, and avocado oil. I use EVCO on my hair and also another oil specifically on my scalp since it can get dry and itchy.
I used to use VO5 moisture milks, but mainly as a way to detangle my hair before washing.
The best pre-poo I've ever experienced came from using babassu oil - highly emollient and similar to EVCO without the stiffness and the risk of protein overload
