When is the new moon in dec. for trimming hair??

Hello ladies,
I was wanting to try the lunar challenge for the new year. I'm not sure if i look ed on the chart righy but to trim your hair for growth i came up with dec. 23, is that right? Also, they had times on there. do the times matter?? I hope not b/c I can't cut my hair at 3 in the morning!!
