Does the hair dry out there and does the water affect the hair in a positive or negative way? Please respond asap.

Chicago weather is crazy funnny. One day it's eighty degrees, the next day it's forty degrees. You just never know sometimes. It can get very humid sometimes but it's never consistent. I have yet to experience any problems with the water.
I've looked at some of those maps too. The way I know from experience is from comparing it to water in other cities that I've visited. Softer water lathers easier with less soap/shampoo and even feels different. I have a little table fountain and have to clean it with vinegar regularly because of the mineral deposits in the water. I don't get this if I used distilled water from the store.Summer is humid. The rest of the year is not. How do you guys know about the water quality? A regional map said Chicago water is hard (like most of the country). I haven't been comparing across cities, though, so I don't know what to look for, so I was just going off of something like this:
