What is Chelating?

Because of the bad economy, I cannot afford to go to the stylist like I used to. So, I am going to start doing my own perms. I was looking an earlier posting about chelating before a perm. http://www.longhaircareforum.com/showthread.php?t=201217&page=5

It's a shampoo that is stronger than a clarifying one, it can help if you have hard water because it removes hard water deposits and chlorine. I think Water Works by Ouidad is a chelating shampoo (judging by the discription on their site).

I hope someone will come in and give better and more thorough information.
