trying to grow almost shoulder length hair to bra

how would you suggest i care for my hair every day. i'm trying to grow it but it just doesn't seem to be working. i have natral 4a/b hair. do ya'll give me some advice?
 
When I was natural I also grew it out in braids. Not intentionally back then, I was just L-A-Z-Y. I shampooed and conditioned the braids once a week and used African Pride braid spray every day. I started out with a couple of inches and got to around 5 -7 inches when I stopped wearing them.
It would help if we knew what you are doing right now.

right now i just conditioner wash with white rain energizing citrus conditioner every morning and i usually put some clear as ice gel in my hair and wear it curly.
 
I think it helps to do these three things:

1. Avoid the use of too much heat, (flat irons, pressing combs, hot curlers.)

2. Wear hair in styles that do not require excessive manipulation and/or are not too tight on your hair.

3. A wide-tooth comb is a must, and a good detangling conditioner is another must.

Maybe you should stop handling your hair every day. Could you wash/condition/detangle once a week or every five days instead of every day?
 
In addition to what Nay said, are you doing other things such as:
1. sleeping in satin bonnets/scarves or on satin pillowcases?
2. Are your combs seamless? Try http://www.tenderheaded.com for that and pillowcases if you can't find any near you.
 
Try the bun method...wearing your hair in a bun everyday (if you dont like wearing a bun, some other protective style).

Or if you dont see the neccessity of wearing protective styles:
avoid excessive combing
avoid trimming
avoid heat
treat your hair as if it were a new born baby
