Question Tag Users

Hello,
What does "Tag Users" mean and what does it do?

If you want someone to see a particular thread you can click the Tag Users button at the top and add their name in there. The next time they log in they will be notified that they need to read a particular thread you have tagged.

I tried to tag all my friends I checked the box and only some of them showed up, do the rest get tagged also even though they don't show up? thanks

Is there anyway to block being tagged in certain threads. I keep getting tagged in one particular thread when I have asked the OP SEVERAL times not to tag me in their threads.
