strip hair of relaxer without cutting or waiting?

Unless your relaxed hair is highly under-processed (like texlaxed, with curl pattern, where you don't even need vinegar) the only way to rid a relaxer is if its cut. Eventually the longer your hair grows during the transitioning stage it will break off at the demarcation line due to the different textures. Other than that, there is no such thing.
I've only heard of vinegar loosening your curls, not reverting a relaxer.

That's impossible. Relaxers can't be stripped. Grow it out then cut the relaxed ends or do one big BC if you no longer want to be relaxed. There are no other options.
