Unfortunately, I am under the understanding that split ends are permanent; there is no way to "glue" a split hair shaft back together. The best option is to temporarily seal them with a split end serum and then get rid of them before they travel futher up your hair. Usually split ends start off really tiny and you shouldn't have to get your hair "cut"...just snip off the splits. I think this is the main idea behind "dusting", you might want to check out threads about it. HHG!
...also, if split ends continue to be a problem you might want to add extra care for your ends. The baggie method works for a lot of women and I've found that keeping my ends sealed with oil really helps me.
