Slightly OT: paypal refund related question

Hi ladies,

I recently purchased an item from an ebay seller and paid for it immediately. Today, I got a letter from the seller stating that she had moved since the auction closed and the item had been lost in the move. She stated that she would provide me with a full refund. I agreed. However, when I checked my paypal account the original balance of $11.95, the total of my purchase of the ebay item, was refunded but I was charged a fee of $0.65 for the transaction. Is this fair? Why should I be charged for a accepting a refund of an item that was lost on the seller's end and never sent out to me.
How can I receive a full refund of $11.95 through paypal?

I think you'll have to address that with the seller. PayPal always charges fees anytime you receive money - so the seller should have increased the refund amount to insure that you got your full payback.

Otherwise, you are out of your sixtyfive cents....
