What does 'Rest In Peace' mean, and would you say that someone who has not died in Christ can rest in peace...Just curious about what other think about this...

I guess it's a respectful speech concerning someone who died. None of us know who is saved and who is not, even at the last moment.

I always looked at it to mean that no matter what the person had to deal with in life, that it is all over and that they can now find peace.

I never use this phrase I always wonder abut the 'soul' condition of the individual...

It means requesat in pacem... Latin for "To be sung into restful peace," and you are correct. The singing part is for the soul. It's like elevator music  or a lullaby.
(Took Latin in 7th Grade)

ETA: This was NOT carved into the tombstones of pagans or atheists, but for Catholics.

Disclaimer: I am not a Christian
