QUESTION ABOUT FOTKI

Hi Ladies, I am still quite new to all this, so can someone please tell me how I can create a fotki? Is this part of this board? Do I have to pay for it? How can I get it? Does the word Fotki mean something?
I just really don't know anything about it.
Please help.
