Purpose of The Ingredient Quaternium 27 ...

I found number 15 and 22, but not 27. I have a conidtion that i was thinking about using as a leave in, and wanted to know about this first. The other ingredients are:

purified water, (quaternium 27), shea butter, vanilla essence oil, tropical tree extract(Zadirachta Indica)

According to the Consumer's Dictionary of Cosmetic Ingredients:

Quaternium 16-29--antistatics and surfactants. See Quaternium 18.

Quaternium 18--Derived from cellulose, it is a film former and binding agent used in products to give hair a sheen.

Cellulose--Chief constituent in the fiber of plants. Cotton contains about 90%. It is the basic material in cellulose gums. Used as an emulsifier in cosmetic creams. No known toxicity.
