Yes and no.
On this board, like on most black hair care boards/forums, perm and relaxer are used interchangably, and it refers to a relaxer (that which permanently relaxes the curl pattern from hair). On other hair boards, a perm (which is short for permanent) might refer to a curly perm--what straight haired women use to achieve permanent curls/curly hair.
