A clearer picture would be more helpful, but the shape of your fro suggests you have Type 4 hair.

If your hair is the type to form curls, you can try co-washing, scrunching gently (rather than rubbing) when drying your hair, applying gels and serums, and combing less frequently to define the curls. However, not every hair type forms curls.
 
i'm not sure how this question can be answered. i am natural and when i wet my hair with water, it curls up.

does your hair not curl when wet? if not, i'm not sure there is a product out there that will make that happen....s-curl??
 
looks 4b to me..maybe you can try flexi rods,twist or braid outs for a curly/wavy style

Yes, you do have 4B hair and because of the size of the curls, even with a wet moisturizer, the coils/curls you get will either look like a cloud from far if you comb your hair:

The suggestions MizzBrit's made are a good way to get curls that are visible from afar.
 
Are you sure your hair is not heat damaged?

Also, in the pics you are showing us, is it blow dryed?
If so, we will need pics of your hair unaltered with heat

Heat damaged hair is hair that has been scorched from the use of heat. It usually happens with over use of flat irons. Usually when hair is heat damaged, when you wet it, the original curl pattern does not return. It may remain stick straight or the curl pattern will be more loose than previous.

Do you have the grow the heat damage out to see what you natural hair type is? I have heat damage and portions of my hair are straight wet and others are loose curls.

In my personal opinion, Yes! I've been a victim of heat damage and I had to grow it out. You may find some members on the board who say they worked some kind of magic (using protein treatments, etc.) and were able to get rid of heat damage. But in my opinion, that was not true heat damage.
