That is odd to see; shaving's a man's head isn't often such a big deal (unless the man belongs to a sect in which men never cut their heads).

Shaving women's heads has long been used as punishment in Europe... after WWII, women who collaborated with Nazis in many of the occupied countries had their heads shaved.
