I think it's used as a pH adjustor.

I saw a video on YouTube where a girl claimed the blue herbal essence has it and that's why she always felt like it stretched her curls slightly like a relaxer

It's just a pH adjuster. Just like Citric Acid. Both are pretty outlying on the pH scale and you usually only need small amounts.
