How would one go about achieving this hair style with relaxed hair?

I love curls like this but I have no idea how to get the same size of curls with my own hair.

A braid out could achieve that look. I would search for braid out with ribbon added because they give a uniform wave pattern instead of tapering at the end. I can't remember the user who posted a tutorial...

I would guess a loose braidout probably done with setting lotion to get the 'wet' look. Hopefully the braidout aficionados will come and chime in.
