How to seal the moisture

Just wondering what people mean when they say they seal the moisture into the hair after moisturizing. Do you this only with wet hair? Can you apply moisterizer to dry hair and then seal it? What do you use to seal it and how long do you wait after applying moisturized to apply the oil to seal it?

Sealing usually means with oil, some use serums. It keep the moisture in the hair. I do mine immediately after moisturizing, no waiting needed. I usually do on wet hair but I believe that you can do it on dry hair.
 
Okay so you apply a moisturizer after conditioning then add oil. okay got it!
 
Yep, I shampoo/condition and then use a good leave in conditioner or moisturizer, like elucence moisture balance or ORS olive oil, then I seal it in with WGO or Kemi oyl.
 
Do repear the moisturize and seal thing during the week too on dry hair?
 
I do when I wear buns or wear my hair out. But its not as easy when you wear curly styles. With braidouts, you moisturize, seal and rebraid. It's really easy when you bun.
