It's kind of hard to respond to your question without a pic b/c everyone is made different. I would suggest that you get a ruler/tape measure and measure from the end of your neck to your shoulder or have someone do it for you. This way you will be able to get a more accurate answer. 
If you are at the base of your neck I think that you will be shoulder length by January!

It'd be easier to tell if i seen a pic. buti'm thinking end of neck to shoulder is probably 1.5 inches. i think your timeline is verrry realistic. i think that shoulderlength is a definite for you by Jan, as long as you are committed to retaining your ends and not excessively trimming... Maybe not for your sides just yet, but definitely the back! You grow girl!!!!
